HELP!! WD and mass with Vegan diet

Hi,
I am from India. I had a pretty serious accident two years before which has left me with a right arm that has four titanium plates and 21 bolts. But my doc has now cleared me for exercises and I am back on my weight lifting schedule.
My best after the accident has been
Deadlift 190 kgs
Squat 140 kgs
Bench 100 kgs
I weigh around 84 kgs with 15.5% body fat and 5' 10" my waistline is around 34.5 inches. I would want to come close to 7-8% body fat with a waistline of 31-32 inches. Also I would like to pack 5-6 kg of muscle. Especially in my right arm, both forearms and overall. I would like to build the muscle first and then get ripped of my fat.
I plan to be on Warrior diet as my choice of lifestyle but my food choices would be veggie for the first two months due to the Lent season and from April would be a meat eater. I have access to a treadmill, kettlebells and a Olympic barbell set in my home.
Kindly tell me in which direction I should move ahead to see an improvement. I am very realistic and doesn't want to rush fast to see results fast. But want them to be really long lasting.
