Can I PTP with dumbbells only?

If you are sticking with the PTP program as written (a press and a pull), you'll be limited by the weight of your dumbbells. Most don't weigh enough for doing deadlifts when you get stronger. You can find weight sets on Craig's list for decent prices. Save your money, get an oly set, work the PTP program as written. You'll gain considerable strength.
An alternative would be Naked Warrior. GTG the 1 arm push-ups and pistols to increase your strength.
You could use your dumb bells in a more "conventional" manner doing presses, rows, squats, etc. Find some objects to lift - barrels, kegs, rocks, sandbags - anything that challenges you with within the appropriate rep range.
There are several ways to skin the strength cat. Whatever route you take stay tight, keep the reps low (5 or below), rest 3-5 minutes between sets, and back off for a week every 3 or 4 weeks.
